The Russian Ministry of Foreign Affairs, the Ministry of Science and Higher Education of the Russian Federation and Rossotrudnichestvo are directly engaged in planning, arranging and ensuring qualifying campaign for foreign students in accordance with the resolution of the Government of the Russian Federation of 18 December 2020, № 2150 “On the establishment of a quota for education of foreign citizens and stateless persons in the Russian Federation” (hereafter – quota).
The qualifying campaign is held in accordance with the Procedure of selecting foreign citizens and stateless persons for studying within the established by the Government of the Russian Federation quota for education of foreign citizens and stateless persons in the Russian Federation, approved by the order of the Ministry of Science and Higher Education of the Russian Federation of 28 July 2014 № 844 (registered by the Ministry of Justice of the Russian Federation on 3 October 2014 № 34236, hereafter – the Procedure of selecting).
Foreign citizens and stateless persons, including compatriots living abroad, who wish to study in the Russian Federation under the quota, have to register with the information system https://education-in-russia.com/, to fill in the form, to provide a photo, a scan of a passport and education document (or of an education period certificate) to participate in sectionals.

In case there is no Rossotrudnichestvo’s office in a country, responsibilities for selecting are carried out by a diplomatic mission, including embassy of the Russian Federation.

Stateless persons and compatriots living constantly abroad have to apply to the Russian overseas office in the country of permanent residence.
SELECTING FOR STUDYING
The Russian overseas service is directly engaged in providing information and consultation support to foreign citizens on selecting and admission in the Russian educational organizations.

Selecting in two stages:
- the first stage is implemented by the Russian overseas service in foreign countries with the use of information system of documentation;
- the second stage is fulfilled by the Ministry of Science and Higher Education of the Russian Federation (Department of the State Policy in the Field of Higher Education (Moscow, Tverskaya street, 11, e-mail: firstname.lastname@example.org) and the Russian educational organizations ready to accept foreign students from candidates selected at the first stage.
The first selecting stage includes:
a) collecting data on foreign citizens, who wish to study at the Russian educational organizations. A foreign citizen, registered with the information system, have to fill in the form, to provide a photo, a scan of a passport and education document (or of an education period certificate) and to send the completed form in the information system for verification to be invited to participate in sectionals
b) holding sectionals. Through information system the Russian overseas service in a timely manner gives foreign citizens whose forms passed verification notices of date, time, place and conditions of sectionals.
The list of candidates is formed on the basis of sectionals in accordance with established for a country quota. Candidates who successfully passed sectionals and appeared in the list are notified the results through the system. The Russian overseas service implements quality control of the candidates’ files through the information system. Candidates who passed the selection have to attach medical certificate of general health, to provide HIV certificate (is required for candidates with the education period more than 3 months), notarised translations and autoabstract if required. In case of deficiencies, the candidate’s file is to be returned to a foreign citizen included in the list to refine (comments pointed).
Foreign citizens who qualify for studying for occupations (specialties, professions) that require defined creative abilities, physical and (or) psychological traits, have to pass additional preliminary tests of creative and (or) professional direction, which are held by the Russian educational organizations in the Russian Federation. Specificities and the date for the additional preliminary tests are needed to be clarified in the educational organizations of interest in advance.
c) sending the results of the first selecting stage. The central office of Rossotrudnichestvo considers the results of the first selecting stage submitted by the Russian overseas service and sends the formed results together with a covering letter to the Ministry of Science and Higher Education of the Russian Federation to hold the second selecting stage.

After receiving the results of the first selecting stage sent by the central office of Rossotrudnichestvo the Ministry of Science and Higher Education of the Russian Federation reviews the candidates and their files for compliance with the requirements.
The Ministry of Science and Higher Education of the Russian Federation sends the files and the lists of the candidates who wish to study at the relevant educational organizations to the Russian educational organizations ready to accept foreign citizens for studying.
The Russian educational organizations are directly engaged in selecting the candidates who wish to study at the relevant educational organizations.
The Ministry of Science and Higher Education of the Russian Federation provides the central office of Rossotrudnichestvo information on the results of the second selecting stage, including the occupations chosen, an allocation of foreign citizens to the Russian educational organizations and a distribution of foreign citizens whose knowledge of Russian language is insufficient to master the main educational programme in Russian to preparatory faculties.
The central office of Rossotrudnichestvo reports the Russian overseas office on the results of the second selecting stage.
The Russian overseas agencies ensure interaction with candidates selected for studying at the educational organizations on matters of entering the territory of the Russian Federation and reaching the relevant educational organizations. The arrival dates and full package of documents a candidate has to have are subject to clarify directly at the educational organization to which a foreign citizen is distributed.
