About Rossotrudnichestvo
Main information
Rossotrudnichestvo is a leading Russian agency whose main mission is to strengthen Russia’s humanitarian influence in the world. The organization is represented in 80 countries of the world by 87 foreign missions. Since 2021, they have received the informal name “Russian House”.
The Decree of the President of the Russian Federation in 2008 established the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo).
The organization began its history as the All-Union Society for Cultural Communication with Abroad (VOX) in 1925. In 1958, VOX was transformed into the Union of Soviet Societies of Friendship and Cultural Ties with Foreign Countries, and in 1994 – into the Roszarubezhcenter.
The priority in the Agency’s activities are the CIS countries. We actively cooperate with international organizations, participate in assistance programs for Commonwealth countries and develop federal targeted programs. Within Russia, we work with regions and help them develop international contacts in the educational, scientific, technical, cultural and economic spheres.

Today, in the system of interaction between the state and society, the institution of public control is of particular importance, which can serve as an indicator of social harmony, social compromise, and also contribute to ensuring socio-political stability necessary for the further successful development of the country.
The Public Council at Rossotrudnichestvo is just such a public control body that interacts with the agency in order to combat corruption, establish legality and strengthen the legitimacy of its activities, as well as the development of civil society institutions.
Of course, the role of the Public Council is not limited only to these functions, it is also intended to become an additional, effective tool for improving the activities of Rossotrudnichestvo, its assistant in all endeavors, by providing expert, methodological, communication and other support in solving a wide range of issues.
I would like to emphasize that all the activities of the Public Council are built on the basis of mutual trust, respect and openness, with the indispensable involvement of the public and representatives of the multidisciplinary expert community.

About the Public Council
The Public Council under the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (the Public Council at Rossotrudnichestvo) was formed in accordance with Federal law №212-FZ of July 21, 2014 – “On the basics of Public Control in the Russian Federation”, Federal law №32-FZ of April 4, 2005 – “On the Public Chamber of the Russian Federation”, Decree of the President of the Russian Federation №842 of August 4, 2006 – “On the procedure for the formation of Public Councils under federal ministries, federal services and federal agencies, whose activities are managed by the President of the Russian Federation, under federal services and federal agencies subordinate to these federal ministries” and the Standard of activity of the Public Council under the federal executive authority (Model provision), approved by the decision of the Council of the Public Chamber of the Russian Federation dated July 5, 2018, №55-S.
The composition of the Public Council is formed by Rossotrudnichestvo together with the Public Chamber of the Russian Federation on a competitive basis. The council includes members of the Public Chamber of the Russian Federation, experts independent of state authorities, representatives of public organizations and other persons.
The Public Council at Rossotrudnichestvo is called upon to ensure that the needs and interests of citizens of the Russian Federation are taken into account, the rights and freedoms of citizens of the Russian Federation and the rights of public associations are protected in the implementation of state policy in the field of ensuring and developing international relations of the Russian Federation with the member states of the Commonwealth of Independent States, other states, in the field of international humanitarian cooperation and assistance to international development, and also in order to exercise public control over the activities of Rossotrudnichestvo.
In addition to implementing the goals and objectives assigned by the legislation of the Russian Federation to the Public Council as a subject of public control, its activities are also aimed at providing expert, methodological, communication and other assistance to Rossotrudnichestvo, taking into account the position of the public and with the direct participation of representatives of civil society.
