Rossotrudnichestvo, so far as relevant to its competence, carries out consistent and purposeful activity in rendering assistance in the export of Russian education and selection of foreign nationals and Russian compatriots living abroad for studying at higher educational institutions of the Russian Federation at the expense of federal budget allocations.
Within the given context, the Agency cooperates with the leading Russian universities in the format of conclusion of interdepartmental agreements, that envisage drafting of plans for joint activities, on the basis of which national higher educational institutions promote their services in the educational environment of foreign countries under the auspices of Rossotrudnichestvo representations - Russian scientific and cultural centers abroad.
Simultaneously, Russian universities are assisted through the Agency in participation in international educational exhibitions, fairs, conferences and forums held abroad, as well as establishing working relationship and partnership contacts with their foreign counterparts and partners.
On the basis of these activities, the export of Russian educational services, enhancement of the attractiveness and competitiveness of the Russian higher education system in the world arena, as well as promotion and strengthening of positions of the Russian higher education abroad are carried out in practice.
The second main branch of activities of Rossotrudnichestvo in the field of education is to select, under the auspices of Rossotrudnichestvo representation, foreign nationals and Russian compatriots living abroad to study in the framework of state scholarship quotas allocated in accordance with Russian Government Decree No. 891 of October 08, 2013.
This Decree increases the overall state scholarship quota from 10 to 15 thousand a year with a view of subsequent growth of international educational cooperation and intensification of activities in the given vector.
Up to date Rossotrudnichestvo together with the Russian Foreign Ministry and in cooperation with the Russian Ministry of Education and Science is responsible for determining the state scholarships quota subject to allotment among former Soviet republics and far-abroad countries in order to attract the most talented representatives of foreign youth to study in Russia.
