Given the UN 2030 Agenda for Sustainable Development, other international legal instruments, and in accordance with Russian legislation, Russian state policy in the sphere of international development assistance (IDA) is aimed at the sustainable socio-economic development of the l countries receiving Russian aid in technical, financial, humanitarian and other spheres. The objectives and goals of the international development assistance are fixed in the Concept of the Russian Federation’s State Policy in the Area of International Development Assistance, approved by Decree No. 259 of the President of the Russian Federation of April 20, 2014.
Rossotrudnichestvo exercises its powers in international development assistance vested in it by Decree No. 476 of the President of the Russian Federation of May 8, 2013, “Issues of the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation”.
While exercising its IDA powers, Rossotrudnichestvo cooperates with the Russian Ministry of Foreign Affairs, the Russian Ministry of Finance, the Russian Ministry of Economic Development and other federal executive bodies, international organizations and Russian and foreign commercial organizations. This cooperation is aimed at the development and implementation of medium-term and long-term IDA programs within bilateral assistance to the development of the CIS countries and other states.
Since 2017, Rossotrudnichestvo has been taking part in the work of the IDA subcommission of the Government Commission on Economic Development and Integration. The main tasks of the subcommission consist in coordinating the work of IDA executive authorities, developing proposals to the President of the Russian Federation in the main spheres of IDA state policy, developing proposals on the ways to improve the legal framework and to raise the efficiency of IDA executive authorities’ work, as well as considering Russian IDA bilateral projects and programs.
