Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudichestvo) was established in accordance with the Presidential Decree № 1315 of September 6, 2008.
Lyubov Glebova was appointed the Head of the Agency (Presidential Decree No. 148 of March 23, 2015).
Rossotrudnichestvo operates under the jurisdiction of the Ministry of Foreign Affairs of the Russian Federation. It is guided by the constitution of the Russian Federation, federal constitutional laws, federal laws, normative federal acts of the President and the Government of the Russian Federation, international laws, normative legal acts of the Russian Foreign Ministry.
The activity of Rossotrudnichestvo and its foreign missions aimes at the implementation of the state policy of international humanitarian cooperation, promotion abroad of an objective image of contemporary Russia.
Nowadays, Rossotrudnichetvo is represented in 80 states of the world by 95 representative office: 72 Russian centers of science and culture in 62 states, 23 representatives of the Agency serving in Russian Embassies in 21 states.
The priority of Rossotrudnichestvo is cooperation with the state-members of the Commonwealth of Independent States, where each state has Russian science and culture centers. There is a long-term project of opening more RCSC and representations by 2020.
The agency cooperates actively with international and regional organizations established by the Russian Federation with countries of the CIS, develops and implements in collaboration with other agencies programs of the support of the CIS-states, realizes the development of federal target programs.
Rossotrudnichestvo closely cooperates with the Russian Federationsubjects, the relations with many of which are based on the cooperation agreements and particular programs of implementation of joint events in different fields.
Rossotrunichestvo supports theRussian language abroad. The federal target program “Russian language” for 2016-2020 is a strategic implementation instrument of this policy. Today, thousands of people have an opportunity to learn Russian with the help of Russian language courses at the offices of Rossotrudnichestvo in many countries around and recieve confirmation of the proficiency level of the Russian language. Concerned about the extension of Russian language the agency establishes conditions for its practical application as well as the acquirement of education in Russian.
The agency promotes actively the Russian education services and extends cooperation between educational institutions of the partner states. The agency also pays great attention to working with graduates of Russian (Soviet) higher education institutions, the number of which exceeds 500 thousand.
An important activity area of the Agency is working with compatriots abroad. In association with the Russian Ministry of Foreign Affairs, other ministries and agencies, and administrations of the Russian regions Rossotrudnichestvo is directly involved in the implementation of the projects of the Government Commission on work with compatriots abroad, information support of the State program of assistance to voluntary resettlement of compatriots to the Russian Federation.
One of the principal guidelines of action of Rossotrudnichestvo is international development assistance (IDA), which is implemented according to the concept of governmental policy of the Russian Federation in the field of the assistance to international development (approved by Presidential Decree April 20, 2014 № 259). Russian IDA is aimed at the support of a sustained social and economic growth of states, solution of global and regional problems contributing to stability and security in the system of international relations.
Rossotrudnichestvo pays special attention to work with the young. Rossotrudnichestvo is a governmental customer and coordinator of the program of short-term study visits to the Russian Federation of young representatives of political, public, scientific and business fields of foreign states called “New Generation”, approved by Presidential Decree №1394 of October19, 2011. The fundamental subject-matter of the program is the acquaintance of young people from different countries with public and political, social and economic, scientific and educational, and cultural life of the Russian Federation.
