Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) was established in accordance with the Presidential Decree № 1315 of September 6, 2008.
Rossotrudnichestvo operates under the jurisdiction of the Ministry of Foreign Affairs of the Russian Federation. It is guided by the constitution of the Russian Federation, federal constitutional laws, federal laws, normative federal acts of the President and the Government of the Russian Federation, international laws, normative legal acts of the Russian Foreign Ministry.
The activity of Rossotrudnichestvo and its foreign missions aims at the implementation of the state policy of international humanitarian cooperation, promotion abroad of an objective image of contemporary Russia.
Nowadays, Rossotrudnichestvo is represented in 80 states of the world by 97 representative offices, including 72 Russian centers for science and culture in 62 states, 24 representatives of the Agency working in Russian Embassies in 21 states.
The priority of Rossotrudnichestvo consists in cooperation with the state-members of the Commonwealth of Independent States, each of them having Russian centers for science and culture. In the longer term, the Agency is planning to open more RCSCs and representative offices by 2020.
Rossotrudnichestvo cooperates actively with international and regional organizations established by the Russian Federation and the CIS countries. In collaboration with other agencies, it is engaged in elaborating and implementing programs of the CIS states support and of federal target programs.
Rossotrudnichestvo closely interacts with the entities of the Russian Federation, the relations with many of which are based on the cooperation agreements and particular programs of joint events in different spheres.
Rossotrudnichestvo promotes the use and the teaching of Russian language abroad. The federal target “Russian language” program for 2016-2020 is a strategic instrument for the pursuit of this policy. Today, thousands of people have an opportunity to learn Russian with the help of Russian language courses at the offices of Rossotrudnichestvo in many countries around the world and to receive confirmation of the proficiency level of the Russian language. With a view to help advance the Russian language, the Agency establishes conditions for its practical application and the acquirement of education in Russian.
Rossotrudnichestvo promotes actively the Russian education services and extends cooperation with educational institutions of the partner states. The Agency also pays great attention to working with graduates of Russian (Soviet) higher education institutions, the number of which exceeds 500 thousand.
An important activity area of the Agency consists in working with compatriots abroad. In association with the Russian Ministry of Foreign Affairs, other ministries, agencies and administrations of the Russian regions, Rossotrudnichestvo is directly involved in the implementation of the Government Commission’s projects regarding compatriots abroad. It also provides information support to the State program of assistance to compatriots’ voluntary resettlement to the Russian Federation.
The international development assistance (IDA) constitutes one of the principal guidelines of action of Rossotrudnichestvo. It is implemented according to the concept of governmental policy of the Russian Federation in the field of the assistance to international development (approved by Presidential Decree April 20, 2014 № 259). Russian IDA is aimed at the support of a sustained social and economic growth of states, solution of global and regional problems contributing to stability and security of international relations.
Rossotrudnichestvo pays special attention to working with the youth. Rossotrudnichestvo is a governmental customer and coordinator of the program involving short-term study visits to the Russian Federation of young representatives of political, public, scientific and business spheres of foreign states. This program, called “New Generation”, was approved by Presidential Decree №1394 of October19, 2011. The fundamental aim of the program is to acquaint young people from different countries with public and political, social and economic, scientific and educational, and cultural life of the Russian Federation.
